A Wind of Change at Russian Oil Companies in 2011

The year, which began with the Jan. 14 announcement of a landmark deal between Rosneft and BP, promised to be eventful to the very end. And it met expectations, as we were witness to the creation and collapse of strategic alliances, approval of new strategies, relocations and major projects. Much of what happened this year will set the stage for the future development not only of individual companies, but the entire sector as a whole.

Every Cloud Has a Silver Lining

Immediately after the New Year celebrations, state oil major Rosneft and Britain's BP surprised the whole oil community with the announcement of a strategic alliance that not only called for cooperation on the development of offshore fields on Russia's Arctic shelf, but also a share swap. Rosneft was supposed to get 5 percent of BP in exchange for 9.5 percent of its own shares.

But the companies did not even manage to begin discussing the details of the deal before BP's Russian partner in oil company TNK-BP (RTS: TNBP), the AAR consortium, challenged the deal. As a result of court injunctions prohibiting BP from holding any negotiations on cooperation with Rosneft, the deal was paralyzed and a few months later the companies had to call it off.

Nature abhors a vacuum, so Rosneft fairly quickly found a new foreign partner in U.S. major ExxonMobil, with which it concluded a strategic agreement at the end of the summer. However, the parameters of the alliance changed, with the companies agreeing on the joint development of offshore fields in the Arctic with resources of 4.5 million tonnes of oil and 11 trillion cubic meters of gas, but refraining from a share swap. In addition, Rosneft gained potential access to ExxonMobil deepwater exploration projects in the Gulf of Mexico and the development of fields with difficult to recover reserves in Texas.

Four months have passed since the deal was signed, but the companies have not disclosed any new details. Rosneft expects to decide what ExxonMobil projects it might be interested in by the first quarter of 2012. If the partners are unable to decide by March, the process might be delayed due to a reshuffle after the Russian presidential elections.

A New Take on Life

Despite the continued ban on access to Russia's continental shelf, drilling delays in Iraq and so far unimpressive exploration results in West Africa, Lukoil (RTS: LKOH) is optimistic about the future and its new long-term strategy is set on increasing production. Oil and gas production is targeted to grow by an annual average of at least 3.5 percent over the next ten years.

The company plans to be producing 110 million tonnes of oil and over 40 bcm of gas per year in ten years. Most of this growth is expected to come from prospective projects in Iraq, Central Asia, the Caspian and the Yamalo-Nenets Autonomous District. The company will focus on new technologies that will enable it to increase the oil recovery rate from 32 percent to 40 percent, adding 9 billion barrels to its resource base. The company plans to invest more than $100 billion over ten years, including $24 billion in its downstream business.

The company also plans to increase dividends over this period and in future they could amount to about 30 percent of net profit to US GAAP.

Being a significant player not only on the Russian, but also the international oil and gas market, Lukoil has been unable to get a fair valuation of its shares, which it thinks are considerably undervalued. Perhaps the presentation and subsequent implementation of the new strategy will bring Lukoil closer to the prized market capitalization threshold of $100 billion.

Grass is Grenner ...?

The most significant event in the corporate life of Gazprom Neft (RTS: SIBN) in 2011 was the relocation of the company's head office from Moscow to St. Petersburg. It's not often that a major company moves from the capital to another city with one sweep. The move was the conclusion of the company's "relocation" - back in 2005, when Gazprom (RTS: GAZP) bought Sibneft and later renamed its Gazprom Neft, it was announced that the oil company would be reregistered from Omsk to St. Petersburg.

The move was accompanied by a management reshuffle and general intra-company stress. There was even talk that Gazprom Neft head Alexander Dyukov, though himself a native of St. Petersburg, was in no hurry to move there permanently. The intrigue around Dyukov intensified as his contract expired late in the year. However, Gazprom Neft's board will discuss the contract with the chief executive on December 29, and the only candidate is Dyukov.

Hard-Won Refining

The past year was a mixed bag for Tatneft (RTS: TATN). On one hand, the company had to suspend operations in Libya and Syria, but on the other it brought its first oil refinery on line commercially. However, the refinery project did not go quite as smoothly as the company had hoped.

Refining has long been a missing link in Tatneft's production chain. The company exports most of its oil and buys oil products to supply its filling stations.

The Taneco refinery project was launched at the end of 2007, and in October 2010 the company announced it had completed construction and installation work at the primarily refining facility and launched the plant. But as it turned out, only on a testing and commissioning basis. It took Tatneft another year in order to obtain all the necessary licenses and put the refinery into commercial operation.

The refinery was initially expected to have capacity of 7 million tonnes of crude per year, but later the company announced plans to build a second phase with the same capacity.

However, by the time the first phase of the refinery came on line commercially, the Russian government sprang an unpleasant surprise on Tatneft - the 60/66 tax regime, which dramatically reduces the profitability of exporting dark oil products, while Taneco at this point can only produce raw gasoline, fuel oil and heating oil.

The company's expectation that it would begin the second phase of the refinery this year in order to increase production of dark oil products and accelerate the recovery of investment was disappointed and it is now betting on deepening refining. The company expects to produce its first gasoline in 18 months.

Tatneft estimated it would lose 34 billion rubles in revenue as a result of the new tax regime and received corresponding compensation from the government. But Tatneft itself will not get the compensation - the concession will be transmitted to the TAIF-NK oil refinery, a member of the TAIF Group, by lowering the cost of the crude shipped to the refinery. Furthermore, the reduction of export duties on crude oil under the 60/66 regime benefits Tatneft, which exports most of its crude.

In 2011 Tatneft finally became a full-fledged vertically integrated company. But at what price? Since the launch of the Taneco project, Tatneft's long-term and short-term debt has grown nearly ten-fold. In the coming year the company will need to repay or refinance more than 80 billion rubles, plus invest about 20 billion rubles in Taneco.

How Tatneft will raise the cash - by selling production assets, a stake in Taneco or new borrowing - will become evident in 2012.

Northern Nigerian Christians warn of religious war (Reuters)

ABUJA (Reuters) ? Northern Nigerian Christians said on Tuesday they feared that a spate of Chrtistmas Day bombings by Islamist militants that killed over two dozen people could lead to a religious war in Africa's most populous country.

The warning was made in a statement by the northern branch of the Christian Association of Nigeria (CAN), an umbrella organization comprising various denominations including Catholics, Protestant and Pentecostal churches.

The Boko Haram Islamist sect, which aims to impose sharia Islamic law across Nigeria, claimed responsibility for the blasts, the second Christmas in a row it has caused carnage at Christian churches.

Saidu Dogo, secretary general for the organization in Nigeria's 19 northern provinces called on Muslim leaders to control their faithful, saying Christians will be forced to defend themselves against further attacks.

"We fear that the situation may degenerate to a religious war and Nigeria may not be able to survive one. Once again, 'enough is enough!'," Dogo said.

The attacks risk reviving tit-for-tat sectarian violence between the mostly Muslim north and the largely Christian south, which has claimed thousands of lives in the past decade.

Dogo said the CAN was calling on all Christians to continue respecting the law but to defend themselves when needed.

"We shall henceforth in the midst of these provocations and wanton destruction of innocent lives and property be compelled to make our own efforts and arrangements to protect the lives of innocent Christians and peace-loving citizens of this country," Dogo said.

The most deadly attack killed at least 27 people in the St Theresa Catholic church in Madalla, a town on the edge of the capital Abuja, and devastated surrounding buildings and cars as faithful poured out of the church after Christmas mass.

Security forces also blamed the sect for two explosions in the north targeting their facilities. Officials have confirmed 32 people died in the wave of attacks across Nigeria, though local media have put the number higher.

But the church bombs are more worrying because they raise fears that Boko Haram is trying to ignite a sectarian civil war in the nearly 160 million nation split evenly between Christians and Muslims, who for the most part co-exist in peace.

Nigerian President Goodluck Jonathan has come under pressure to do more fight the growing security threat which risks derailing economic gains in the OPEC member and Africa's top oil-producing nation.

Nigeria's main opposition leader Muhammadu Buhari, a northerner and former military ruler who lost a presidential election in April to Jonathan, accused the government of incompetence on Monday, saying government was slow to respond and had shown indifference to the bombings.

The CAN said in the statement that it was concerned that the perpetrators and their sponsors "are well-known to government and no serious or decisive actions have been taken to stem their nefarious activities."

He is not going to New Orleans, but Cody Journell is heading home to Giles County.

"The court will make it a 100,000 dollar secured bond," said Judge Josiah Showalter.

The suspended Virginia Tech place kicker's parents put up the family home as collateral to get him out of jail.

According to court testimony, prosecutors say Journell, Matthew Brady, and Matthew Dunton rushed into the Blacksburg home of Tech basketball player Dorenzo Hudson, and his roommate Sean Allen, using a BB gun a week ago.

"He and the other two boys are very lucky that somebody on the other side didn't shoot and kill them," said James Turk, Journell's attorney.

Prosecutors say a fourth man who drove the three to the home, but was not charged, told police the incident was all over stolen marijuana involving Allen.

"He stated that all three defendants, including this defendant Mr. Journell made a plan to go over to Mr. Allen's house in order to quote settle the score," said Patrick Jensen, Assistant Commonwealth's Attorney in Montgomery County.

The conditions of Journell's bail include living with his parents in Giles County, a 6 p.m. curfew, no contact with Hudson, and no drugs or alcohol. He also cannot leave the state.

Judge Showalter said he granted bond, because Journell has no criminal record, he was not the one holding the weapon, and the victim did not oppose him being released.

Brady and Dunton remain in custody after withdrawing their appeals, to hire new attorney's from their hometowns.

A preliminary hearing is set for all three on February 23rd.

Update 8:55 a.m.

Virginia Tech kicker Cody Journell and two other men appeared before a judge this morning (Wednesday) for a bond appeal.

Journell, Matthew Dunton, and Matthew Brady are accused of breaking into a Blacksburg home with a BB gun last week.

A judge released Journell on a $100,000 secured bond.? Dunton and Brady withdrew their motion to appeal bond, and are still in jail.

The suspended football player?s father put up the family home as collateral to get his son out of jail.

Stipulations of the bond are that Journell must:

  • Llive with his parents
  • Obey a 6 p.m. curfew
  • Have no contact with Dorenzo Hudson, a Virginia Tech basketball player who lived in the home that police say was broken into
  • Remain alcohol and drug free

A preliminary hearing for the three is also set for February 23rd.

Iran threatens to stop Gulf oil if sanctions widened

TEHRAN: Iran threatened on Tuesday to stop the flow of oil through the Strait of Hormuz if foreign sanctions were imposed on its crude exports over its nuclear ambitions, a move that could trigger military conflict with economies dependent on Gulf oil.

Western tensions with Iran have increased since a November 8 report by the U.N. nuclear watchdog saying Tehran appears to have worked on designing an atomic bomb and may still be pursuing research to that end. Iran strongly denies this and says it is developing nuclear energy for peaceful purposes.

Iran has defiantly expanded nuclear activity despite four rounds of U.N. sanctions meted out since 2006 over its refusal to suspend sensitive uranium enrichment and open up to U.N. nuclear inspectors and investigators.

Many diplomats and analysts believe only sanctions targeting Iran's lifeblood oil sector might be painful enough to make it change course, but Russia and China - big trade partners of Tehran - have blocked such a move at the United Nations.

Iran's warning on Tuesday came three weeks after EU foreign ministers decided to tighten sanctions over the U.N. watchdog report and laid out plans for a possible embargo of oil from the world's No. 5 crude exporter.

"If they (the West) impose sanctions on Iran's oil exports, then even one drop of oil cannot flow from the Strait of Hormuz," the official Iranian news agency IRNA quoted Iran's First Vice President Mohammad Reza Rahimi as saying.

The U.S. State Department said it saw "an element of bluster" in the threat but underscored that the United States would support the free flow of oil.

"It's another attempt to distract attention away from the real issue, which is their continued non-compliance with their international nuclear obligations," spokesman Mark Toner said.

Rahimi's remarks coincided with a 10-day Iranian naval exercise in the Strait and nearby waters, a show of military force that began on Saturday.

"Our enemies will give up on their plots against Iran only if we give them a firm and strong lesson," Rahimi said.

JANUARY MEETING

EU ministers said on December 1 that a decision on further sanctions would be taken no later than their January meeting but left open the idea of an embargo on Iranian oil.

Countries in the 27-member European Union take 450,000 barrels per day of Iranian oil, about 18 percent of the Islamic Republic's exports, much of which go to China and India. EU officials declined to comment on Tuesday.

About a third of all sea-borne oil was shipped through the Strait of Hormuz in 2009, according to the U.S. Energy Information Administration, and U.S. warships patrol the area to ensure safe passage.

Most of the crude exported from Saudi Arabia, Iran, the United Arab Emirates, Kuwait and Iraq - together with nearly all the liquefied natural gas from lead exporter Qatar - must slip through the Strait of Hormuz, a 4-mile (6.4 km) wide shipping channel between Oman and Iran.

Iran has also hinted it could hit Israel and U.S. interests in the Gulf in response to any military strike on its nuclear installations - a last resort option hinted at by Washington and the Jewish state.

However, some analysts say Iran would think hard about sealing off the Strait since it could suffer just as much economically as Western crude importers, and could kindle war with militarily superior big powers.

"To me, if Iran did that it would be a suicidal act by the regime. Even its friends would be its enemies," said Phil Flynn, analyst at PFG Best Research in Chicago.

Obama rakes in campaign cash (Daily Caller)

The re-election campaign of President Obama and the Democratic National Committee are on track to net $60 million for the fourth quarter of the year, Reuters reports.

Obama had already raised roughly $155 million through September in an effort to raise more than $750 million for next November?s election.

?Enthusiasm for the White House?s policies has been steadily increasing and it will keep increasing,? major Democratic fundraiser Steven Cohen told the news service.

According to Cohen, the GOP?s bungled handling of the payroll tax fight is inspiring contributors to give more to Obama?s re-election campaign.

?Among the people who I have talked to, they are seeing a real demonstration of the president?s commitment to stand his ground,? he said.

The campaign had hoped to bring in $55 million last quarter. Instead they raised $70 million, even though last summer?s debt ceiling fight had forced President Obama to stay in Washington and cancel fundraisers in other parts of the country.

The 2012 election is already on its way to becoming the most expensive in history, with Obama expected to raise more than the record $750 million he had in the bank in 2008. Former Massachusetts Gov. Mitt Romney, among the front-runners for the GOP nomination, is expected to raise at least $20 million this quarter.

Nokia N9 gets unofficial UI tweak, makes MeeGo lie down and play landscape

Nokia's MeeGo'd pillowcase smartphone has been given a 90-degree twist. This new landscape mode works across the three main navigation screens and can be accessed through N9Tweak, an unofficial mod that can be downloaded through the phone's web browser. Any compatible apps will also launch lengthways, all of which should help alleviate those N900 pangs.

Vandals captured on video ransacking stores

PORT ST. LUCIE, Fla. -? Port St. Lucie police are on the lookout for a group of teens vandalizing businesses.

The video was posed on YouTube.

Port St. Lucie police spokesman Tom Nichols confirms that at least one of the incidents in the video occurred in Port St. Lucie, but for now, they will not say which incident it is. Police don't know if the teens are local.

No criminal complaints have been filed with Port St. Lucie Police Department, according to Nichols.

The YouTube video shows several teenagers knocking items off store shelves.

One aisle at a time, the teens knocked items such as paper plates, toilet paper and dog food off the shelves.

Bread once neatly stacked, was thrown on the floor.

They are also seen running through a mattress store, jumping on the beds, before being chased out by a store employee. The teens are also spotted skateboarding into a fountain outside a Friendly?s restaurant.

"What are they gaining by that you know, other than making somebody else's life hard?" says shopper Mark Cobb.

Not all shoppers at a local Port St. Lucie Walmart were disturbed, some found the incident funny.

"I wouldn't think it was that big of a deal unless I had to work in the store and clean it up," said Jason Wolfe.

The video also shows the teens at a local restaurant and other big box retailers where they skateboard their way into display piles.

Psychotherapist Fran Sherman watched the video, and while she cannot legally diagnose them based off the video, she says it's not healthy behavior and obvious the kids have no fear of being caught.

"They're really doing this without regard for society, rules or regulations," Sherman said.

"They're getting joy out of torturing people and things," she added.

Port St. Lucie police continue to look for the teenagers and say it's no laughing matter and criminal charges could be filed.

Seoul: NKorea raises security, has troops on alert (AP)

PYONGYANG, North Korea ? North Korea has tightened security in cities, put troops on alert and won loyalty pledges from top generals after leader Kim Jong Il's death as it consolidates power behind his anointed heir, South Korean intelligence indicated Wednesday.

Tensions around Northeast Asia have risen sharply as Kim's untested, twenty-something son, Kim Jong Un, rises to power in a country with a 1.2-million troop military, ballistic missiles and an advanced nuclear weapons development program.

In a move likely to infuriate the North, meanwhile, South Korean activists and defectors launched giant balloons containing tens of thousands of propaganda leaflets, some of them opposing a hereditary transfer of power in North Korea.

Kim Jong Il ruled the country for 17 years after inheriting power from his father, national founder and eternal North Korean President Kim Il Sung, who died in 1994. Kim Jong Un only entered the public view last year and remains a mystery to most of the world.

Seoul's National Intelligence Service believes the North is now focused on consolidating Kim Jong Un's power and has placed its troops on alert since Kim Jong Il's death, according to South Korean parliament member Kwon Young-se.

South Korean military officials, who spoke on condition of anonymity because of office policies that restrict comment on intelligence matters, confirmed that North Korea has ordered its troops to be vigilant but said that doesn't mean they're being moved.

North Korea announced Monday that Kim had died of a massive heart attack two days earlier at the age of 69 ? although some accounts put his age at 70.

Lawmaker Kwon said the NIS has told the parliamentary intelligence committee, which he chairs, that senior military officials have pledged allegiance to Kim Jong Un, and that more security officers have been deployed in major cities across the country. Intelligence officials declined to comment.

According to a Defense Ministry report submitted to parliament Tuesday and leaked to reporters by South Korean lawmakers, some North Korean units conducting winter drills returned to base following the news of Kim Jong Il's death. It also said official mourning events have begun in a number of front-line bases across the country. The report did not elaborate.

Unification Ministry spokesman Choi Bo-seon said in a briefing Wednesday that the government hasn't spotted particular troop movements in North Korea. Military officials said they also haven't noticed serious developments.

Initial indications coming out of North Korea suggest the transition to Kim Jong Un has been moving forward.

The young Kim led a procession of senior officials Tuesday in a viewing of Kim Jong Il's body, which is being displayed in a glass coffin near that of Kim Il Sung. Publicly presiding over the funeral proceedings was an important milestone for Kim's son, strengthening his image as the country's political face at home and abroad.

State media said Kim Jong Un also received mourners, including foreign envoys, as he stood near his father's body with a "guard of honor by the sides of the bier together with members of the National Funeral Committee." The report in the North's official Korean Central News Agency did not specify which foreign countries the envoys represented.

According to official media, more than five million North Koreans have gathered at monuments and memorials in the capital since the death of Kim Jong Il. Hundreds of thousands visited monuments around the city within hours of the official announcement that Kim had died.

The North has declared an 11-day period of mourning that will culminate in his state funeral and a national memorial service on Dec. 28-29.

In a dreamlike scene captured by Associated Press Television News, Kim's coffin appeared to float on a raft of "kimjongilia" ? the flowers named after him ? with his head and shoulders bathed in a spotlight as solemn music played. Various medals and honors were displayed at his feet.

The bier was located in a hall of the Kumsusan Memorial Palace, a mausoleum where the embalmed body of Kim Il Sung has been on view in a glass sarcophagus since his death in 1994. Kim Jong Un wore a black Mao-style suit, his hair cropped closely on the sides but longer on top, as he walked with much older officials in suits and military uniforms.

The propaganda leaflets sent into North Korea on Wednesday by South Korean activists are a sore point with the North, which sees them as propaganda warfare. North Korea has previously warned it would fire at South Korea in response to such actions. There were no immediate reports of retaliation, however. South Korean activists vowed to continue sending leaflets.

South Korea has put its military on alert and Japan has ordered extra vigilance from its coast guard. President Barack Obama has been in close contact with his South Korean and Japanese counterparts, and has reassured them that Washington will stand by its allies.

NYC protesters scale fence at vacant lot (AP)

NEW YORK ? Dozens of Occupy Wall Street protesters were arrested Saturday after they scaled a chain-link fence or crawled under it to get to an Episcopal church-owned lot they want to use for a new camp site.

Protesters used a wooden ladder to scale the fence or lifted it from below while others cheered them on. A man wearing a Santa suit stood on the ladder among others, as they ignored red "Private Property" signs.

As officers made arrests, protesters shouted obscenities and hollered: "Make them catch you!" The group was inside the lot for a short time before being led out by police in single file through a space in the fence. About 50 people were arrested, police said.

"We're just trying to say that this country has gone in the wrong direction, and we need spaces that we can control and we can decide our future in, and that's what this is about," said David Suker, who was among those who scaled the fence.

Before the arrests, several hundred gathered in Duarte Square, a half-acre wedge of a park at the edge of Manhattan's Tribeca neighborhood and across the street from the vacant lot. They gathered partly to mark the three-month anniversary of the Occupy movement and partly to demand use of the lot, owned by Trinity Church.

After police cleared the protesters from the lot, about 200 people regrouped for a march on Seventh Avenue. Police began making arrests, tackling at least two people in the street and handcuffing them. When the protesters cleared the avenue, the crowd continued to march to Times Square under a heavy police presence.

The original Occupy Wall Street camp in Zuccotti Park in lower Manhattan was shut down last month. Trinity is a Zuccotti Park neighbor that helped demonstrators assemble, and provided them shelter in the three months since the movement began. The day after authorities moved in and cleaned out Zuccotti Park, about a dozen protesters went to the vacant lot, clipped the fence at the church-owned property and were arrested, along with some journalists.

Since then, some Occupy protesters have launched a bid to gain the church's consent for them to use the space. Trinity's Rev. James H. Cooper said giving the protesters access to the lot would not be a safe or smart move.

"There are no facilities at the Canal Street lot. Demanding access and vandalizing the property by a determined few OWS protesters won't alter the fact that there are no basic elements to sustain an encampment," he wrote in a statement. "The health, safety and security problems posed by an encampment here, compounded by winter weather, would dwarf those experienced at Zuccotti Park."

On Friday, the top bishop of the Episcopal Church asked protesters not to trespass on the property. Presiding Bishop Katharine Jefferts Schori warned it could result in "legal and police action."

Trinity Church dates back to the colonial era and was a refuge for relief workers after the Sept. 11 terrorist attack. A sculpture out front was made out of a giant sycamore tree destroyed on 9/11.

"I feel it is very much in keeping with the tradition over the years of Trinity to work with poor people, to help poor people," said Stephen Chinlund, 77, a retired Episcopalian priest and one of several at the square Saturday.

Chinlund held a sign that read: Trinity, hero of 9/11, be a hero again!"

As any fan of Doctor Who or Marty McFly can attest, few areas of science excite quite as much public interest as time travel. Step into a police box or a DeLorean, flip a switch, and you?re off to change the world ? or perhaps save it.

Would-be time travelers now have two new relevant guides to the promise of time machines. Which you might prefer depends on just how much you want to understand the mathematics underlying a machine like the TARDIS.

Surprisingly, time travel is not that difficult in principle; nothing in the known laws of physics prohibits it. The problem is with today?s technology.

Take Ronald Mallett, the University of Connecticut physicist who has been trying to build a time machine to visit his father, who died when Mallett was 10 years old. Using a ring laser, he hopes to generate ?closed timelike curves? in which particles can return to the past. Mallett has realized that his machine could take him no further than the time when it was switched on ? making a visit with his late father impossible.

Everett and Roman are physicists who have probed the theoretical possibilities of time travel. Their expertise shines as they talk the reader through the underlying math of time travel, much like an introductory college course. These are writers who don?t shy away from introducing Lorentz transformations in the third chapter.

In contrast, Clegg?s book is more like chatting with fellow students after a professorial lecture. Its breezy summary glosses over some of the finer points of time travel, but allows an excellent entry point for readers less willing to slog through grim mathematical details.

Fascination with time travel is itself timeless; witness the recent excitement over neutrinos possibly moving faster than light. If true, this would also permit the particles to travel backward in time. If that happens, you?ll need a handy reference guide. ? Alexandra Witze

Sinopec, ENN Energy make $2B offer for China Gas (AP)

SHANGHAI ? China's state-owned refiner China Petroleum & Chemical Corp. is pushing ahead with acquisitions of key natural gas assets, despite the dim economic outlook and weak profits in the sector.

The company, better known as Sinopec, and Chinese gas distributor ENN Energy Holdings said Tuesday that they are offering $2 billion in cash for gas distributor China Gas Holdings.

That followed news that Sinopec was increasing its stake in coalbed methane producer Australia Pacific LNG Pty. Sinopec said it hopes to buy an additional 10 percent of APLNG, after agreeing in April to pay $1.5 billion for a 15 percent stake in the ConocoPhillips Co and Origin Energy Ltd. joint venture.

Sinopec raised its planned purchases of LNG from the venture to 7.6 million tons a year, until 2035.

Such purchases highlight sustained strong demand in Asia, especially China, for access to strategically important energy resources, Fitch Ratings said in a report released Wednesday.

Is said such takeovers and acquisitions would remain strong in 2012, especially for state-run oil and gas companies, even if the investments "are not expected to provide immediate returns."

"Chinese oil companies ? with overseas reserves currently between 6 percent to 20 percent of total proved reserves ? will continue to be the most active purchasers, and have shown an appetite for larger deal sizes," it said.

Sinopec and ENN are offering HK$3.50 per share to buy all outstanding shares in China Gas, which supplies piped natural gas and liquefied petroleum gas in 20 provinces in the Chinese mainland and builds and runs natural gas filling stations.

The offer of 15.3 billion Hong Kong dollars ($2 billion) is a 25 percent premium over China Gas's last closing share price before the offer was made. Sinopec will finance 45 percent and ENN 55 percent of the costs, the companies said.

China Gas said in a notice to the Hong Kong Stock Exchange that it had held no discussions with Sinopec and ENN before the offer was made.

The takeover would be subject to government approvals.

Sinopec and ENN said they planned to further develop the gas distribution network in China in collaboration with China Gas and do not intend to change the "continued employment" of its workers.

The takeover fits Sinopec's long-term strategy of integrating its operations from production to distribution to end users, the refiner said.

ENN Energy provides gas connections, sales of piped gas, construction and operation of vehicle gas refuelling stations, distribution of bottled LNG and sales of gas appliances in China. Joining with China Gas would help ENN streamline and optimize the two suppliers' networks and management and give it access to distribution networks in Inner Mongolia and Shaanxi as a result of the takeover.

However, Fitch said it had placed ENN on rating watch "negative" due to the plan, citing concern over a potential increase in ENN's debt level.

While ENN will add 148 city gas projects to its own 100 as a result of the takeover, the acquisition will provide limited profits in the short to medium-term, it said.

(AP) ? Six weeks after revealing she has breast cancer, E! News host Giuliana Rancic says she will have a double mastectomy. The 37-year-old made the announcement Monday on NBC's "Today" show.

"It was not an easy decision but it was the best decision for me," she said.

She plans to have the surgery next week and said she hopes to be recovered by New Year's Eve, when she and husband Bill Rancic are planning to be in Times Square.

Rancic said she received an "overwhelming outpouring of love, prayers and support" after announcing her breast cancer diagnosis in October.

"I want to make sure to thank everyone and give them an update for being so kind and loving and supportive," she said Monday.

E! expressed its support for Rancic in a statement Monday.

"Giuliana's strength continues to amaze us," the network said. "We admire her courage and are proud to stand by her side through every step on her path to full recovery."
